Yes, you can use any number which is already on WhatsApp or WhatsApp Business App. But you will have to follow the migrations steps to reuse the number on WhatsApp Business API.

If the number is already on WhatsApp Business API then you can't use that number. Ref doc.

Please follow this if you don't know the difference between WhatsApp Business App and WhatsApp Business API.
